The rule blocks the Generative AI URL category while a NOT condition
exempts gemini.google.com. Expected block message:
“Generative AI apps (except Google Gemini) are not allowed to be used at work.”

The NOT condition (URL contains gemini.google.com) must win over the category match:
- gemini.google.com — loads normally
- Every Generative-AI link shows the Chrome interstitial with the customized block message.
- Gemini loads without interruption.
- A corresponding event appears under Reporting → Audit and investigation → Chrome log events.
